My goldfish is about 5" already but their wen still very small, some said:
1. Wen develop well in shallow water.
2. Strong air.
3. More live food.

I would think:

1. Good Genes (without good genes, other things also can't help much)

2. Good water (essential for its health and well being, an unhealthy fish will not grow to be nice)

3. Good food (food high in amino acids to aid head growth)

Hikari Lionhead (float/sink pellets) for economical.

Frozen/dried blood/tubifex worms if you want to see fast results.
