Welcome. Grooming is certainly an important aspect in goldfish development, but you must start with an individual which has the genetic potential to be nice. Very inexpensive goldfish are often ones which have some genetic defect identified by the breeder. If you are going to start with inexpensive fish, then you need a good eye and careful study in selecting them.
