Green Algae Growth Options

Im currently treating my tank with Prazi for fluke problem. Would the medication prevent any GA growth in the tank?

Also I do 80% w/c twice a week, would massive w/c prevent GA growth as well?

I want to have Green Water and GA in my tank, but I haven't seen any in my tank.

I have a 20W full spectrum floruerence light on at least 10 hours a day on my 38G tank.
