the only way you can tell it was stunted is by comparing it with its peers when you first bought it. if every oranda had around the same size eyes then its not stunted. to me eye sizes vary a lot, some goldfsih naturally have bigger eyes.
also how long have you had it, and did you notice any growth since buying it? |

I have had it for about 5 months and it does seem to have increased in size a bit

i think this oranda can quite happily grow to its full adult size of around 5-6", provided it has enough swimming space. Certainly the Wen should grow big though. expect the growth to take aound 1-3 years.
